The National Scholarship Portal 2.0  is a new and less complicated portal created for students to inform them about available national scholarship in an efficient and transparent way. The main purpose of National Scholarship Portal 2.0 or NSP Login is to present Streamlining, Automation & Effective Management of activity related to Application processing, receipt, sanction and disbursal of centrally sponsored national Scholarship schemes to Indian students. As the students may please be aware, a Single Window National Scholarship Portal 2.0 has been created by Government of India for managing the various scholarship schemes with many ministers, list of ministry has been mentioned below.

The government of India Ministry of Social Justice & Empowerment, Department of Empowerment of Persons with Disabilities scheme of pre-matric scholarship and post-matric scholarship for students with disabilities effective form 1-04-2014 and now you can apply on national scholarship portal 2018-19.

Introduction Of National Scholarship:

Article 41 of Part IV (“Directive Principles of State Policy”) of the Constitution provides that the State shall make effective provisions for securing the right to work, to education and to public assistance in cases of unemployment, old age, sickness and disablement, and in other cases of undeserved want.

Education plays a pivotal role in the socio-economic empowerment of Persons with Disabilities. Article 46 of Part IV (“Directive Principles of State Policy”) of the Constitution enjoins upon the State to promote with special care the educational and economic interests of the weaker sections of the people. Article 38(2) of the same Part also enjoins upon the State to minimize inequalities in income and to endeavour to eliminate inequalities in status, facilities and opportunities, not only amongst individuals but also amongst groups of people residing in different areas or engaged in different vocations.

Further, section 26 of The Persons with Disabilities (EQUAL OPPORTUNITIES, PROTECTION OF RIGHTS AND FULL PARTICIPATION) Act, 1995 provides that the appropriate Governments and the local authorities shall (a) Ensure that every child with a disability has access to free education in an appropriate environment till he attains the age of eighteen years; (b) Endeavor to promote the integration of students with disabilities in the normal schools. Section 27 (1) of PWD Act, so provides that the appropriate Governments and the local authorities shall by notification make schemes for providing every child with a disability free of cost special books and equipment needed for his education.

Objectives Of the National Scholarship(NSP):

To support students with disabilities for their study in classes IX and X onwards so that the incidence of drop-out, especially in the transition from the elementary to the secondary stage is minimized. Improve participation of students with disabilities in classes IX and X and at the pre-matric stage of education. To support students with disabilities to study further in order to prepare themselves to earn their livelihood and to find a dignified place for themselves in the society as they face several barriers physical, financial, psychological, mental in pursuing studies and living with dignity. At times such students are deprived of harnessing their latent skills and thereby miss the opportunity. All Graduate & Post Graduate courses recognised by UGC will be covered under the Post-Matric Scholarship.

Scope Of National Scholarship Portal(NSP):

Scholarships under this scheme will be available for studying in classes IX, X, XI, XII, post-matriculation diploma/certificates and Bachelor’s Degree or Diploma in India and Master’s Degree from any University recognised by UGC, to students with disabilities who are covered under the Persons with Disabilities(Equal Opportunity, Protection of Rights and Full Participation) Act, 1995 and the National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 and/or under any relevant legal statute in force. Only Indian Nationals will be eligible for applying in national scholarships portal(NSP). Scholarship under the Scheme will be awarded by the Ministry of Social Justice & Empowerment, Department of Empowerment of Persons with Disability, Government of India.

Implementing Agency:

The schemes of Pre-matric Scholarship and Post-matric Scholarship for Students with Disabilities are Central Sector Schemes and will be implemented directly by the Department of Empowerment of Persons with Disabilities through the National Scholarship Portal (NSP) and the scholarship amount will be disbursed through PFMS portal directly to the beneficiaries.

Merit Criteria For National Scholarship

  • Fulfilment of eligibility conditions as given in the scheme.
  • Recommendation of the State Education Department.
  • No. of slots available to the State.
  • The merit of the candidate in terms of percentage of marks obtained in the qualifying examination.
  • In case of a tie in the percentage of marks, the percentage of disability will be considered i.e. the candidate with higher percentage of disability will get preference. In case there is still a tie, the age will be considered i.e. the older candidate will get preference.

Mode of Disbursal Of National Scholarship

The national scholarship portal’s amount will be directly credited into the account of the beneficiaries through the PFMS system by the Department of Empowerment of Persons with Disabilities.

Monitoring
  • Monitoring of the scheme will be done by the Department of Empowerment of Persons with Disabilities through the online National scholarship portal 2018-19.
  • The State Government shall ensure that list of beneficiaries, with necessary particulars are maintained district-wise, and category-wise.
Litigations

Any litigation on matters arising out of this scheme so it will be subject to the sole jurisdiction of the courts situated in National Capital Territory of Delhi.

Problem at Hand:

Lack of visibility and control:

Pertaining to each scheme with regard to Centrally Sponsor Schemes, UGC Schemes, State Sponsor Schemes, so there were number of paper-based applications which applicants are to duly fill in. This resulted in inconsistency in overall key parameters, thereby affecting the decision making process. Crores of Paper-based applications were occupying huge space and locating an application so it was very difficult and often leads to mistakes and errors as well. So Dependency on huge manpower for processing these error-prone applications was difficult to control.

Errors:

Applications moving from each table and hand, causing damages to paper-based applications are liable to further errors. Also, applications moving from place to place, person to person get torn, damage or stain.

Low quality results:

Damaged documents are particularly hard to read, making processing more difficult and time-consuming.

Delays in Processing:

So Processing paper documents was causing many processing delays. Manual data entry is a time-consuming, so outdate process that leads to inefficiency across the entire office.

Low Productivity:

As stated above, manual document processing is an arduous, so time-consuming process that hinders office productivity and efficiency. Manual system was also acting as hindrance to growth and efficiency of human resources.

Affected Queries and Decisions:

In the manual process, so it was difficult to meet any simple query. So Decisions were not based on real time facts and figures.

Complexities in processing manual applications:

Besides all above, students were not able to see the glimpse of all schemes for which they are eligible.
