PFMS NSP 2022: PFMS (Public Finance Management System), formerly known as CPSMS (Central Plan Scheme Monitoring System), is a unique system for monitoring programs/schemes offered by the government in the social sector and tracking the disbursement of funds. is a web-based application. PFMS Scholarship – About PFMS Portal
Launched in the year 2008-09, the CPSMS or PFMS portal was initially meant for monitoring the four flagship schemes of the Government of India, MGNREGA, PMGSY, NRHM and SSA in the states of Madhya Pradesh, Mizoram, Bihar and Punjab. However, later it was integrated with the financial network of Central/State Governments and agencies of State Governments. Further, the Government of India announced the DBT scheme in 2013 which was to be implemented through the PFMS portal.
Under the DBT (Direct Benefit Transfer) scheme, payments for scholarships, pensions and other social welfare schemes were directly transferred to the ultimate beneficiaries through PFMS (Aadhaar enabled or through NEFT). This, in turn, allows students to track their payment status online.
Schemes for which payment status can be availed through the PFMS portal are broadly classified into two categories-

- Central Sector Schemes
PFMS Scholarship – Central Sector Schemes
Central Sector Schemes are those schemes, which are 100% funded by the Central Government and implemented through a Central Government Agency. For example – Scholarship schemes are implemented through National Scholarship Portal (NSP). These scholarships can also be broadly called PFMS Scholarship.

Unlike Central Sector Schemes, which are 100% funded by the Central Government, Centrally Sponsored Schemes include schemes in which a percentage of the funding is borne by the State Governments. These schemes are implemented through the State Government. For example, Scholarships are listed under the State Scheme section on NSP Portal.
