Since the National Rollout of e District Login MMP has launched, States / UTs have sought clarifications regarding the implementation of the project in their States / UTs. This section provides a compilation of such clarifications and their responses provided by DeitY.

FUNCTIONS & ARCHITECTURE:

Can e District leverage other eGovernance Components created by different e-Governance Projects under NeGP?

Yes. It clearly stated within e district Integrated Framework for Delivery of Services on page 4, point 3 that:

“The objective is to optimally leverage the infrastructure created within the sort of SDC, SWAN, SSDG, CSC and therefore the other ICT infrastructure created by the State under various initiatives and harmonize it with the e-District MMP”.

What is the need to define Application Architecture within the implementation of e District MMP?

During the pilot program, it observes that the appliance development took a substantial amount of your time because the System Integrators required to undertake AS IS, TO BE, FRS, SRS etc. Supported the training acquired during the pilot, it strongly suggested that the States should leverage the work wiped out the Pilot States.

Is it mandatory for States / UTs during which Pilot e District projects implement, to follow an equivalent functional architecture? Or can the State/UT revise the Architecture as per IFW?

The state-based on its prior experiences can prefer to keep an equivalent functional architecture or change it, drawing upon its past experience in implementing the pilot. Non-pilot states /UTs can study the pilot projects and are liberal to opt the one which suits their requirements. the ultimate decision on the strategy should be in line with the Integrated Framework for Delivery of Services and will be approved by the State Apex Committee.

How can the State/UT design its functional Architecture using the Cloud?

Please ask Para 2.4.3.2 Page 20-21 of e District Integrated Framework for Delivery of Services.

Is there a payment gateway solution available at the central level, which may be utilised by e District MMP?

Yes, a payment gateway solution is out there through DeitY. It also includes a mobile payment gateway.

The deitY has collaborated with NSDL management Limited because of the implementing agency for providing e-Payment and m-payment Services for all Government Departments within the States/UTs.

Is e Authentication necessary for the delivery of e District services? and the way it often integrated with e District Application?

Authentication is certainly necessary for the delivery of e-services. For further details please refer 2.4.4 D on page 23 of e District Integrated Framework for Delivery of Services.

Is it compulsory to integrate MSDG services in e District Login MMP?

Please ask Para 2.4.4 E Page no. 23.of integrated framework; it’s desirable to use all 5 components within the proposed e-District architecture for enabling e-services delivery to the citizen.

Is it necessary to finalize the Portfolio of Services? And what’s the procedure to finalize it?

Yes, it’s necessary to finalize the portfolio of services. The State/ UT liberal to prioritize and choose its services, however, the chosen and prioritize services should be approved by the State Apex Committee. Please refer integrated framework document para 2.1 (2) page no 12.

Is it necessary for the state to possess an Application Rollout strategy?

Yes, it’s necessary to make a decision on this before going further within the project. The state has got to decide whether it’s getting to use an existing application developed by an equivalent State, or adopt an application of another State. Accordingly, steps could also take to customize the appliance. Just in case an existing application getting used, immediate steps should take on getting the software application STQC certified if it not already done.

At what level is that the Functional and Technical Architecture finalized? Can the State /UT change the functional and technical architecture? And at what stage?

Functional and Technical architecture should finalize all before the discharge and preparation of SI RFP. Change in Functional and Technical Architecture wouldn’t be possible after the discharge of SI RFP. Doing so would severely impact the bid process dynamics and project delivery timelines and isn’t advisable. Therefore the State/UT should carefully finalize this stage before the SI RFP released.

SERVICES & PROJECT MANAGEMENT:

What is the broad scope of labour of NPMU State Resources?

NPMU State Resource would be coordinating with the State Team at State Headquarters and their key responsibilities would include:

a) Provide Guidance on the e-District MMP Policy and Guidelines.

b) Monitor Release and Utilization of Funds.

c) Support implementation of the Project Monitoring data system (PIMS) at the State including Training.

d) Coordinate Updating of PMIS by State team/SPMU

e) Review of SPMU deliverables on behalf of the State including Review of RFP for Selection of System Integrator (SI)

f) Providing continuous updating of the State for Project Tracking and Issue resolution

g) Coordination with DeitY.

What is the broad scope of labour of SPMU Resources?

SPMU would be deployed for every State separately and it might add the State to hold out the subsequent activities:

a) Business Process Re-engineering and assistance issuance of state orders

b) RFP preparation and selection of the System Integrator (SI)

e DPMs are an integral a part of e District MMP altogether Districts aside from pilot districts. So states / UTs who want to deploy e District Project Managers in Pilot Districts may depute an equivalent from the state funds.

What is the role of Divisional Commissioners, District Collector / Magistrate within e District MMPs?

Divisional Commissioners in states where Divisional Commissioner system exists will provide leadership and so ownership for the implementation of the Scheme at the Divisional level.

District Collector / Magistrate through DeGS shall ensure Planning, Coordination, Monitoring, Evaluation and so Guidance for successful implementation of the e District Login Scheme at the district level.

Certain funds are generated by the e District application and are collected by the DeGS, what’s to be through with the additional funds collected?

The extra funds belong to the DeGS and maybe won’t to the enhancement and so implementation of existing and new eGovernance project within the district. Depending upon the distribution model adopted by the State/UT, the revenue portion belonging to the State/UT/Central and other involved entities could also be deposited/ transferred as per prevalent rules notified by the State/UT.

Is it necessary to undertake BPR for services covered under e District MMP?

Yes, it’s necessary to undertake BPR, this is often also a part of the SPMU deliverable and scope of labour. So please ask National Rollout Guidelines for e District Login MMP Para 4.3 Page 9 – 10.

Is it mandatory to issue Government orders for the enablement of e District Services via CSC /Mobile/Web/Government extension counters?

Yes.

What is a “Transaction” in regard to e District application?

Please refer DeiTY’s letter no 3(39)/2011-EG-11 (R) dated 28th September 2012, for engagement of State Program Management Unit for providing Program Management Services for Scheme for National Rollout of e-District MMP, which defines a transaction as:

“Transaction would be defined as an entire service being delivered to the Citizen which can include submission of an application by the citizen, so rear processing and repair delivery. Across the Counter, service delivery also will be counted as a transaction.”

FINANCIAL & FUNDS:

Can the approved outlay be increased, because the circumstances and geography of my State/UT are different from the prevalent norms in other states /UTs?

The funds as approved by the Empowered Committee on the submitted DPR remains an equivalent with none changes.

What is the method to urge details of the funds released for e District MMP of my State/UT?

A letter must be submitted from the State Designated Agency of the State/UT or the State IT Department indicating the precise fund details required addressed to the Programme Office, e District Login MMP at DeiTY. However, the knowledge also can be obtained from the Sanction Order (SO) of the GIA component issued by DeiTY which is marked to the SDA / IT Secretary of the concerned State/UT. For the ACA Component, a SO is issued by the Department of Expenditure, Ministry of Finance and replica is marked to the representative of the State. within the case of UTs, the SO is issued by MHA.
